Hillsborough is an incorporated town in San Mateo County, California, in the San Francisco Bay Area. Hillsborough is one of the wealthiest communities in America and has the highest income of places in the United States with populations of at least 10,000. It is located 17 miles south of San Francisco on the San Francisco Peninsula, bordered by Burlingame to the north, San Mateo to the east, Highlands-Baywood Park to the south, and Interstate 280 to the west. The population was 10,825 at the 2010 census. The town is served by Hillsborough City School District. Hillsborough’s landscape is dominated by large homes; the town zoning and subdivision ordinances require a 2,500-square-foot minimum house size and minimum lot size of 0.5 acres. As a result, there are no apartments, condominiums or townhouses in the city limits; however, it is not unusual for the homes along the eastern edge of Hillsborough to face condominiums in neighboring Burlingame, sharing the ZIP code 94010. Because lots are large, and with the passage of CA AB 1866 in 2003 which required municipalities to streamline permitting of Alternative Dwelling Units and which expanded density bonuses/incentives/credits, Hillsborough residents have added incentive and opportunity to add a second unit, for which the town has issued updated guidelines. This may eventually create a small residential rental market and population, previously almost non-existent for inherent market reasons, due to strong draws of school quality, commuting convenience, and location ‘cachet’. The town has no commercial zoning and thus no businesses within the town limits; the only non-residential properties are the town’s 4 public and 3 private schools, town and county government facilities, a golf course, and a small park. Hillsborough is located on the Rancho San Mateo Mexican land grant which was purchased by William Davis Merry Howard, son of a wealthy Hillsborough, New Hampshire, shipping magnate, in 1846. Howard settled his family in this area, which attracted wealthy San Franciscans. Hillsborough is near Burlingame. In 1910, Hillsborough residents voted to incorporate.
The town of Hillsborough is the second most Republican political subdivision in heavily Democratic San Mateo County. According to the California Secretary of State, as of October 22, 2012, Hillsborough has 7,228 registered voters. Of those, 2,871 are registered Republicans, 2,307 are registered Democrats, and 1,821 have declined to state a political party. Hillsborough is one of the few remaining cities or towns in the San Francisco Bay Area to have a plurality of Republican registered voters. The others include the affluent towns of Danville, Atherton, and Woodside. In the state legislature Hillsborough is located in the 8th Senate District, represented by Democrat Leland Yee, and in the 19th Assembly District, represented by Democrat Jerry Hill. Federally, Hillsborough is in California’s 14th congressional district, represented by Democrat Jackie Speier.

Hillsborough has a Mediterranean climate, with the vast majority of the precipitation from the months of November to April. On average, Hillsborough receives 17 inches of rain. With coastal mountains to the west of Hillsborough, it is blocked in the winter from much of the rainfall over Half Moon Bay, and in the summer it is blocked from virtually all the fog of the coast. Hillsborough receives an average of 307 days of sunshine annually, with 52 days of recordable precipitation per year.
